[MP3 ENCODER] another mp3 encoder

Hi all, 
        check out http://www.kurims.kyoto-u.ac.jp/~shigeo/soft.html
        another mp3 encoder.
        seems to have specific speedups for 3dnow.
        reasonably fast. seems to be ISO psy model though.
        no source code :(
        Anyone speak enough japanese to read/understand the site?
        Anyone have enough japanese to request that the author distribute
source?
