I disagree. The only minimum that would be useless would be 320Kb/s. 

However, using a minimum of 256 with -V 0 probably won't buy you much, as
it is fairly infrequent that you have zero over at 256 but have zero over
at 320Kb/s.

It would be more useful using a X type mode with very agressive settings.

I doubt that is what the user was trying to accomplish.
