The only thing I can think of is a bug that was fixed around that
time. After lame3.13, The '-m f' mode never computed ms_ener_ratio
and always used a value of 0, resulting in a mid/sie bit allocation of
66/33. It is now set to 58/42.

Really? I kind of like this! How about if I put in a date
(when did you write that) so people will know it is slightly out of
date?
