This is a generalization of what I described done in the time domain (if one
understands the MPEG audio polyphase subbander, this should be easy to work
through). It introduces just a little mess but it's a good technique (much
more practical than what I was talking about for something like 32kHz->48kHz
;-). I'm glad it already has a webpage; I'd not have wanted to try to describe
such an approach myself ;-)
