Where did you see this recommendation?

For best results, you should downsample to 16kHz first, before encoding
at 24kbs.  The commercial encoders do this automatically, but we dont yet
have the capability in LAME.  The type of downsampling is very important,
see the USAGE file that comes with LAME for some reccomendations.
