It is proprietary and the details have not been published. However, there are
several technical publications from early in TwinVQ development (I have them)
describing the basis of TwinVQ and there's TwinVQ reference code in the MPEG-4
reference distribution.
General consensus, however, is that it's somewhat more closed than mp3. That
coupled witht he fact that (thus far) it's been poorly marketed...
