[MP3 ENCODER] CVS update access and changes to make current CVS version compile

I am attaching yet another, faster quantize-pvt.c. Could someone please
check it in
or give me write access to CVS?

There are some changes needed to make the current CVS compile on msvc.
"inline" is not a C keyword in MSVC in fft.c and needs to be changed to
__inline.
extern int force_ms; needs to be added to globalflags.h

The executable is on http://beryllium.yi.org/lame.exe
