[MP3 ENCODER] VBR(-V0) limiting to 15khz - needs correcting

I've just made time to do some more frequency testing and there is something wrong 
with VBR (v3.57 Windows).  With -V0 and -B320 the top-end starts sloping off at 13khz 
and disappears at 15.5khz.  Whereas 128kb/s CBR goes steady to 16khz.

Can something be done in the next release?
