I have one question about huffman coding using mp3.

current LAME divides bigvalue region of normal block into 3 blocks.

NORMAL BLOCK
        +bigvalue region
        |       + region0, start(0) - region0
        |       + region1, region0 - region1
        |       + region2, region1 - bigvalue
        +count1 region, bigvalue - count1
        +zero region, count1 - last(576)

and dividing region0/1/2 is determined by looking up the subdv_table[].
However, I am afraid this method is not the best.

Does the MP3 standard says that we *must* use this dividing method ?
Or is it only the recomendation ?

If it is only the recomendation, I hope it will be dramatically improvement
the bit allocation to change the dividing method.
