now I made LAME use the SCFSI, scalefactor selection information.
see the latest snapshot of CVS. The basic algorithm is the same as
that of the Huffman coding improvements and scalefac_scale; after
computing scalefactors, then find more efficient scalefactor storing
method. The extra bits will be added to the resrvoir.
I made a usuall validation check and I think it seems working correctly.
