[MP3 ENCODER] new in_mpg123

  I released new version of in_mpg123.

  New features implemented are:

  1. ID3 title formatting
  2. option to suppress zero samples at the beginning of file
  3. seekbar

  I have not tested it heavily.  Bug reports are welcome.
