there is no need for --noshort in general with MPEG2.5,
but this combination of 8 kHz and 8 kbits seems to require it.
maybe there are simply not enough bits for short blocks.

mpeg2.5 support is relatively new in Lame and there is some
more fine tuning necessary. All your feedback is welcome ;)
