Encoding is not a well defined process. Encoders have to
make many choices about bit allocations, and all encoders
do things differently. What you observe just confirms that
lame and fhg produce different mp3 files, as expected.
Decoding is different. Given a valid mp3 file, all decoders
should produce identical results to within rounding errors.
So the only thing that is relevant to the "winamp bug"
is the following: given the file 100only.mp3 (produced by lame),
there are two possibilities:
1. 100only.mp3 is corrupt. I find this very unlikely, given that
these decoders have no problems: FhG's l3dec, Microsoft Windows Media
Audio, MusicMatch, Real Audio, Freeamp, Xmms, Sonique 1.30, mpg123 and
even the bug ridden dis10.tar.gz.
2. There is a bug in winamp. I find this likely, given the
other documented bugs in winamp's decoder (for these other
bugs, see the links on www.sulaco.org/mp3/winamp/winamp.html)
