That's what my design would do -- ALWAYS add version 1 tags.  Unless, of
course, output is redirected to stdout (like LAME does now) or the user
explicitly disabled them via the `--id3v2-only' option.  And I agree
with your reason -- many applications still do not handle version 2
tags.

The key thing to remember about the design is that, as you described,
version 2 tags will be added only when necessary.  They are there to
handle overflow of field information and to be useful when streaming
audio.
