No, better is to use bit reservoir, because hard-to-encode passages can be
at 320kbps too. Do not use bit reservoir in case that you want do
frame-cut.

I cutting normally files with bit reservoir enabled and no problems
hearable (because it manytimes starts/ends with little quiet).

But if you want maximal quality at this rate, use MPEG1Layer2 at this same
bitrate, it sounds better :) or use MPEG1L1 at 384kbps (best one). I
reccommend you to use MPEG plugin for old cooledit 95 (it is not MP3
plugin!), but it disappear from their ftp (i have one on some CD in
archive). Do not use xing-shit please!
