The Xing header code (VbrTag.c) uses a fixed size frame to
store the header.  This could be changed to reflect the minimum
bitrate setting, but it would require some effort to change
all the data sizes & offsets to formulas based on the desired
bitrate frame.

But I'm sure it is not a problem: if a hw player can handle VBR,
I'm sure it can handle a 60kbs frame.
