No they don't. All VBR encoders I'm aware of (and I think I've seen all of
them) use the standard MPEG bitrates, as displayed by lame --longhelp. If
you see any other bitrates then your player is fooling with you. :)

The only way to get more precise bitrate selection is to use free format,
and free format doesn't support VBR. MP3's bit reservoir limits free
format's usefulness in any case - even if you "overcommit" bits in one
frame, you can make use of the slack in following frames.
