LAME supports the full range of bitrates :)
Just take a look at some bitrate histograms of some 
different LAME VBRs. LAME adjusts its needed bits
(not only the bitrate) according to the needs of
the encoded signal.
Other encoders use a different technique, and are
they better sounding?
