There has not been one written for LAME. Apparently the Windows ACM doesn't support VBR encoding and LAME wasn't completely thread safe at the time so it was abandoned.
Ironically, a few days ago it was mentioned that someone (you?) was working on an ACM for Ogg Vorbis and that the author may like to share his code to help with a LAME ACM.
