In my opintion VBR encoding can be done with an ACM driver (as you might
know, vorbis atm is only VBR). The most severe problem with my ACM
driver atm is vorbis' block size, which is rathar large compared to
MP3 (about 4K, MP3 has blocks around 512B).

http://sourceforge.net/projects/vorbisACM. If somebody would like to
start a spinoff, I will be glad to give some support.
