[MP3 ENCODER] mpglib compiles once again...

Right, just committed a bunch of (quick and ugly) fixes to mpglib so it should
once again compile without spewing errors .. it's probably still completely
broken though, I hadn't time to test.

Someone should take some time going over mpglib and clean it up abit (Frank,
since you broke it, why don't you fix it?)

Also possibly fixed a mono-decoding bug in layer1.c?!
