Perhaps the one in AAC demo code is optimized, but if the one of Layer II is the same as the Layer III demo code, then it's quite bad. In Lame it was first replaced by the so-called "Painter & Spanias" formula, wich is a great improvement. Later it was replaced by another formula wich was improving for >15 kHz, but produced quite similar results for lower freqs. Have a look at utils.c, the ath curves are there.
