It is XP's responsibility to manage CPU usage.  If you run two apps
that want 100% of the CPU, both will get 50%, just as in Linux.  It's
possible that whatever software you're using to play music is not well
written and has insufficient buffering.  You can adjust how XP balances
CPU usage from Task Manager (Ctrl-Shift-ESC): go to the Processes tab,
right-click on Lame (or whatever program is doing the encoding), select
Set Priority, and pick BelowNormal.
