You don't say what OS platform you're working from, but not to worry
there are many tag editors that work in similar ways whatever platform. 
Google is your friend - just go looking.  You'll probably want to end up
at a portal-type site (eg, Tucows) that will list many for you to
investigate.  Easytag is a popular one that comes standard on many Linux
distros - other than that I can't help you.. 

Lame is not your friend here, as I found to my distress (the reason why
I joined this list).  It actually strips the tags from the file if you
try to re-encode them or downsample them 8-(
