The Charter Commission lurker emerges from the depths of silicon. Issues we
are pondering(to be covered in an up-coming survey):
Mayor Elected by voters? council?
Term
Duties Appointment of Department Heads?
Powers Line item veto?
Council Size
Election Ward? At large? Partisan designation?
Terms Limits? Staggered? 2 or 4 years?
Duties
Compensation Full or part-time?
Boards MCDA, Library, Park, School, Estimation & Taxation,
Adjustment
Elected? Appointed?
Independent or subject to mayor/council
City Manager Need? Who appoints? Duties?
Charter General or specific? Bill of Rights? Initiative and
Referendum?
We welcome any discussion of these issues through the Minneapolis list and
are looking for input. My suggestion to anyone who wants to think about
these issues is to begin with a read of the Minneapolis Charter which can be
found at

Great idea. I say we invite a lurker like Dan Boivin of the Charter
Commission to give us some background. Dan?

Subject: Charter Commission Dialogue
I read in the Southwest Journal that the Charter Commission wants to
increase the dialogue about a completely new Charter, but is struggling with
how to do that. I say embrace the Internet. What better way to begin than
with the 400 members of the Minneapolis Issues List. I am ready to go,
anybody else?
