For the record...IP candidates are bound not accept PAC money in races where
public finance is available.  Congressional races have no public finance, so
Foley is free to accept PAC contributions, just as McCollum and Runbeck are
doing.  However, Foley has severely limited his solicitation of PAC
contributions and is not actively soliciting from special interest groups
like Runbeck or McCollum are.
