You are taking what I said out of context. 
Racial profiling, in my belief is a systems
problem that can not just be changed by changing
the head of the police department.

If that were the case, we could have erradicated
such systems oppressions as racism, sexism,
classism, homophobia and heterosexism, ageism,
battering, and on and on, by slimply putting an
Oppression Elimination Specialist at the head of
every city.  

Systems change issues takes a lot of serious
planning, not an attack system in my opinion.

I believe there has to be serious work on many
different fronts to get any type of oppression to
lessen, and eventually become eliminated.  The
oppressions I mentioned earlier have yet to be
eliminated, so who do we hold accountable?  And
how long have we been working to eliminate them? 
How many organizations' missions are to eliminate
these oppressions?  

This just seems like way too big a subject to be
given "its propers" on a city list.  I personally
think it needs to be addressed by the Mayor and
Police Chief, but we need an outside system to
bring requests for change, and to work with the
Civilian Review Board and the Police Review
Committee (I don't remember the name of the
committee) to make sure that there are standards,
and training to assure these behaviors cease, and
then serious sanctions for improper behavior and
the CRB follows through when those infractions
occur.

If people in the City of Minneapolis are truly
interested in doing work on Racial Profiling I DO
know that the Institute on Race and Poverty has a
researcher that is specifically doing research on
Racial Profiling in our area.  

I am sure that an Action Team could get developed
if you were really interested in seeing things
change on the issue of Racial Profiling.

I guess my biggest personal frustration is that
over the last 30 years of doing systems change
work I have heard crowds folks yell, but when it
comes down to doing the very hard work of systems
change, that crowd turns into one or two people.
