The trouble is, nobody is going to get up at a City Council meeting and
say, 'I'm doing this questionable stuff because I'm a corrupt politician
and I've beem getting these great campaign contributions from Target,
McCaffery, Brookfield and everybody else."  Some of us look at negotiatins
for a reduced early payoff for Gaviidae or 64-million dollar public loans
for a downtown Target and suspect something a little hinkier than bad
judgement.  

Would better disclosure laws give cause their contributions a paper trail
that could be understood by someone like me?  I don't know.  A good
investigative reporter could probably make some sense out of the situation.
 I wish we had a newspaper that would take on that task.
