The problem here is that we are making the assumption that only big money
individual donors can buy influence. This is discriminatory and an
erroneous assumption. $25 might not buy influence, but a whole lot of $25
contributions from the same place can certainly buy influence just as much
as one single donor. And I still believe equal protection under the law is
appropriate here.

Russ -- you misunderstand the law on this. The requirement is to
report all contributions that, in aggregate for the entire year,
total more than $100. So "a whole lot of $25
contributions" would have to be reported. Assuming that 'a
whole lot' is more than 4 of these contributions.
And the
Campaign Finance people do check on this -- I once received a
letter from them and had to file an amended report when I failed to catch
that someone had given us several contributions over the year, which
totaled more than $100.
