My understanding is that this is not a bill for Central, but rather a bill
to address an issue that affects all neighborhood groups.  The current state
law does not allow any non-profit neighborhood group to hold a truly open
meeting of the membership.  Instead, membership must be set at the time that
notice is sent out for the meeting.  Residents who are not members at the
time of notice may not come to their neighborhood group's annual meeting and
vote for, or run for, the board.  This amendment would change that and allow
for people to participate at membership meetings even if they have never
participated in the past.

This law may not be perfect.  Tim Connolly's idea of using utility bills
would be a good improvement.   David Brauer's idea of allowing for, but not
mandating, the ID would be good, too.  But I think that this amendment is a
vast  improvement over the current  law.
