This bill reminds me of trying to kill a gnat with a cannon.  My neighborhood
association has always been able to take care of problem situations when they
arise without restricting neighbors from participating in the process.  I
realize there may be problems in other neighborhoods, but I don't think it's
fair to the entire neighborhood process to impose those kinds of
restrictions.  Most neighborhoods just struggle to get participation and to
do anything which might diminish that is nonproductive.
