How about if the ward convention is open to all, but the precincts caucus during the
convention to select delegates to the city convention? The City DFL could choose the
total number of delegates to the city convention (1000, 1500, 2000, . . .) and then
apportion the delegates to precincts based upon the DFL turnout in the prior year's
general election.
I suppose that we could alternatively have our traditional precinct caucuses prior to
the ward conventions? We may have to convene the city convention in June to
accommodate this schedule.
