David Brauer raised good questions about the switch to
city election year delegate elections.  I think we have to
keep the precinct aspect to the current system because
it preserves geographic fairness.  Not only could a heavy
turnout precinct "swamp" a ward, you could swamp a
ward with just people from a single apartment building.
And if you think people attack the endorsement system
now, just imagine what they could say then!

The second question was about electing city delegates
at the ward convention...  that would make the ward
conventions a lot more interesting, especially in wards
where there is no contest.

To me, though, if we are concerned about the 2000
delegate set being "stale," we should be at least as
concerned about the lack of redistricting in the wards
this year.  We did it in 1981 (and just had the ward
conventions later); it was not an issue in 1991 as the
council members were not up that year.  But waiting
until 2005 for the 2000 census?  We should try harder.
