Hey everyone - here's the final-for-now language for the city-year DFL
delegate selection change. I have taken out many of the specific details in
order to concentrate on the fundamental change - letting all DFLers
participate in their endorsement process during the city election year. Our
Central Committee or other group can hammer out the details once the
fundamental reform has been made.

At the ward conventions, I hope to find at least one delegate who will
propose the following resolution:

Resolved, That this Ward supports the following proposed amendment to the
City Party's constitution, and encourages its delegates to vote for its
ratification at the City Convention:

        That article IV, section 2, of the City Party's constitution is amended by
striking out the second sentence and inserting the following sentence in its
place:
'Each ward convention shall consist of delegates and alternates elected by
their precinct caucuses, in a manner for which the bylaws shall provide and
pursuant to a call which the Central Committee shall issue, in the same
calendar year as the general election for which the convention is
considering an endorsement.'
(a) No amendment to the bylaws affecting these precinct caucuses shall take
effect before the end of the calendar year in which it is adopted.

This final provision is to insure that leaving the details to the Central
Committee does not turn into a running battle to manipulate the rules for
the 2001 election cycle.

I still need delegates in the 7th & 12th ward to introduce the resolution at
the ward level! I will have flyers for the ward delegates and a
resolution/instructions/Frequently Asked Questions sheet for whoever can be
sponsor.
