I wouldn't conclude that they are that are being open or altruistic.  My
guess is that they are a non-profit 503(c) corporation and worded it the
way they did to keep the IRS happy.

If they generate a "voter guide" that is based entirely on public domain 
data and does not over[t]ly endorse particular candidates, they can pay
for it with tax-deductible donations and 
grants.  See:
