I will jump in on this one...
I am originally from Indiana and can give a very general outline on what
Indianapolis did.
It was in 1970 and Richard Lugar was the mayor when Marion County and
Indy merged under one umbrella government. The initiative was called
Unigov and apparently was so attractive that only 2 suburbs opted out.
However, they did retain the township system of local government which I
believe is part of the Indiana constitution.
It was an extremely difficult exercise but Lugar pulled it off. As far
as I know very little has been changed since then. It has been very
successful.
