It seems to me that an immigrant mom with kids in school...or maybe even a 
parent with a preschool kid facing that kindergarten choice maze...might not 
see the power of the vote as her number one priority.  Not only does she have 
all the housing, parenting, extended family, and job issues that all of us 
deal with, but she faces high language and cultural barriers to her becoming 
a citizen.  Voting for city council or school board may not be perceived as 
the privilege that it is. 

Whether or not all of our city's residents have the right to vote in our 
elections, is there some way to capture the thoughts and opinions of some of 
our immigrant population?  Isn't there more to being a citizen than 
voting...or even passing a citizenship test?
