Questions about voting by non-citizens, (as opposed to immigrants who have
become citizens):
1. Is it constitutional? It doesn't seem like it would be.
2. If it were NOT constitutional in federal elections, NOT constitutional
on state elections, but allowable on local elections, how do we enforce
these distinctions, especially during a national, state, local election?
