Speaking from the St. Paul perspective, where we have odd year caucuses I
would say that it is a good idea.

I have worked on the databases for the St. Paul City DFL, I went through all
the caucus attendees for the past five years. There is definitely a
significant contingent of people who only attend caucuses in the odd year.
These are people who tend to be much more focused on municipal issues and
they find that having caucuses that are essentially for the city alone
allows them to bring a new focus to their issues.

I find that the odd year caucuses tend to be much more issue focused that
candidate focused. It also does create opportunity for new people to enter
the process and it also makes the candidates work harder to both bring in
new people to support them and to have a clearly articulate a vision/issues.
There is also more opportunity for someone to enter a race later, rather
than having to be working a year out. This in turn conserves political
resources so that people in the even years are able to focus on those races
and issues rather than trying to address all.
