Several years ago, it was reported that 95%+ of the jaywalking tickets 
issued by the Minneapolis Police were at one specific location: Hennepin 
Avenue near 4th St.
         This was before some of the current parking in that area was 
available, and customers at the Gay 90's used to park in the Mpls Library 
lot across the street, which was empty after the library closed.  (And the 
meters there were cheaper than most of the nearby ramps.)  The Minneapolis 
Police were basically hassling gays by giving them jaywalking tickets when 
they cut across the street to get to the parking lot, something that they 
never gave tickets for anywhere else in the city.
         The Police don't do that much anymore; they seem to have realized 
that there are too many gay taxpayers paying their salaries.  But the more 
things change, the more they stay the same.  These Minneapolis Police 
officers seem to have found a new target for their bigotry.
