OK: let's look at the guideline you cited:

Official bodies and civic organizations are highly encouraged to send
meeting announcements, agendas, and information on new online resources

I don't consider a multi-paragraph letter, part of which could fairly be
called "spin" or "pr" on behalf of an official or organization, to be a
meeting announcement.  How about a workable definition of an announcement:

Who. What. Where. When. All of these should be communicable in one sentence,
right?

Why could get to be more than one line, I admit, but reproducing complete
press releases is going too far.  The sending party could, I'm sure, insert
a link to a full release, which people could view if they desired.

I'd hate to see 1/2 of the space on the list taken up by official press
releases, which could happen if every public official/agency in the city
posted their press releases.
