These systems work.  I lived in Toronto for four years.  The pedestrian 
crosswalks had a button that would start an overhead hanging sign to light 
up.  Cars would stop in both directions and when safe the pedestrians would 
cross.  The cars would stay stopped until the pedestrian was safely out of 
the street.

The bonus side of this was that younger people were pedestrians before 
driving and so we had a positive feedback system that self perpetuated.
