To underscore J's observation, let us remember that Minneapolis has a
Strong Council, Weak Mayor system of government.

>Council Member McDonald claims the city has been 'rudderless' under the
>current administration. In as much time as she's held office she could have
>picked up an oar and started paddling, yet she refuses to take
>responsibility for her own involvement in the process. As a member of the
>Board of the MCDA, she blasts the organization as if they're tossing money
>into the air and setting fire to it. She claims internal politics sway the
>agency's activity but in reality, it's the other way around.
>I've been witness to many a council member pushing a pet project through the
>process simply because it's a friend, or a neighbor, or a neighborhood group
>that wants the project done - at any cost.
>The very policies the council members toil over and massage ad nauseum, and
>then are cast in stone, are overridden whenever and wherever they see fit.
>Until that changes, as a registered voter, no candidate in this city who
>takes that tack will ever get a dime or the time, from me.
