The drawback to your suggestion, Beth, is this.  There is a constant tug of war
with elected boards and staff.  The Director of a function like the parks will
object loudly when the board "intrudes" in his/her turf. The board, when so
confronted, will have to make some important decisions about how to direct their
Director. Do they step back when accused of "micro managing" or do they debate
among themselves whether or not their Director has nibbled away at what
rightfully belongs to the board. If the board were full time employees of the
agency and managing projects, they will have overstepped their bounds as elected
officials by giant steps. The amount of money they get is more in the intention
of a stipend to cover the cost of attending meetings, etc.WizardMarks, Central
