Gary, I was wondering why you felt Andy does not draw the lines as stated
in Jorovsky's message. I have attended these grueling Redistricting
Commission meetings. Afterall, I have had the extreme pleasure (and
knowledge of past history) of having my block gerrymnadered in and out of
the 9th and 6th several times. In my attendance each time the maps were
presented Andy presented the details to the groups, they would mess around
and then it would go back to the drawing board again (usually meaning back
to the councilmembers). This was done several times. Without getting
embroiled in a hot debate about this I believe Don's message is pretty
accurate (IMHO). And if Andy doesn't do it all he sure does most of the
legwork and manuevering about where those lines are drawn.
