This is currently available, however not via the Web. I have not written

bill in the mail every month, however, the bill amount is automatically
debited from your bank account.

Several other local utilities, namely, Qwest, Minnegasco, and Xcel
Energy, offer similar functionality. I have been using many of these
services with hardly a problem almost since the day I moved to
Minneapolis 1-1/2 years ago. Actually, all of my problems have stemmed
from the Wells Fargo/Norwest merger, but those were minor annoyances,
not major problems.
