                Thank you for your suggestions on addressing the DSL
interference of meter reading transmissions. 

                We have arranged for Qwest to place a filter on the water
meter reading transmission device when they install the DSL service.
However, when customers install the DSL service themselves, it is up to them
to put on the filter.  Filters are included with the installation kit Qwest
sends to its customers.  I will work with Qwest on providing customers with
clear instruction to attach a filter to the meter transmission device.
Also, for those who do a self installation, they may call 612-673-1114 and
have the City install the meter transmission filter at no cost to them.   

                I agree that the estimated message printed on the bill
should be enhanced and I will work on getting this done. 

                Although the DSL service prevents the transmission of a
reading, it does not interfere with the meters ability to accurately
register water consumption.  When a reading is not transmitted, charges are
estimated until an actual meter reading is obtained.  Since estimates are
based on prior consumption patterns, most estimates are right on the mark
and do not result in a large catch-up bill.  Furthermore, many customers
avoid the possibility of a large catch-up bill by responding quickly to the
estimated message printed on the bill.  However, when estimates occur over a
long period of time variables such as plumbing problems, change in number of
occupants or increased water use are not considered in the estimates, which
could result in a large catch-up bill.

                So I agree with your advice, if a customer receives a bill
with estimated water charges, they should  call  the Minneapolis Utility
Billing Office at 612-673-1114 to arrange a meter reading.
