I grew up in parochial schools where the teachers were not
paid unless they were "laity."  The nuns got bupkiss, the
laity got bupkiss plus ten cents or so, far beneath public
school wages.

In tenth grade I asked to go to public school and was
astonished to find that my fellow students were way behind
where we had been in the eighth grade in English.  When it
came to science, however, we "catlickers" were duds. But in
English and basic math we shined. 
So money isn't the only thing that brings and keep great
teachers.  My aunt the penguin was a fabulous grade school
teacher.  She quit teaching school in her seventies, I
think, but she took private ESL students until she "retired"
at about 88. 
Course, our parents backed the nuns whose attitude seemed to
be something like take all the time you want to learn this,
it's up to you whether you want to be in this class when
you're 50.
