City's Office of Cultural Affairs drops promised $600,000 program, critics
slam effectiveness. Notes the Strib Monday story: "The annual operating
budget of the Office of Cultural Affairs is $380,000, while just more than a
week ago, the council struggled with whether to spend an additional $145,000
to try to empty litter containers more often." Supporters say the program
had an honest misstep and is still valuable in an arts mecca.
