I believe Rick's interpretation of the law would be correct regarding lawn signs. What is the penalty for braking the law?

provisions of that ordinance, all noncommercial signs of any size may be
posted from August 1 in a state general election until ten days
following the state general election.
Does not this law apply to municipal elections on the city ordinance?
Any guidance from the legal gurus out there would be greatly
appreciated.
