I believe Rick's interpretation of the law would be correct regarding lawn signs. What is the penalty for braking the law?

Since driving many parts of our great city during the past several
weeks, I have seen the proliferation of candidate lawn signs beginning
to prop up. My question that I seek guidance on, especially from the
McDonald and Steinglien camps as current elected officials, is what
happened to following the state laws under, Chapter 211B. Fair Campaign
Practices Acts, Item 211B.045. In any municipality with an ordinance
that regulates the size of non-commercial signs, notwithstanding the
provisions of that ordinance, all noncommercial signs of any size may be
posted from August 1 in a state general election until ten days
following the state general election.
Does not this law apply to municipal elections on the city ordinance?
Any guidance from the legal gurus out there would be greatly
appreciated.
